We are seeking a qualified and passionate individual for the position of Council on Aging Director within the

Human Services Department. Located at the Senior Center, this position oversees all aspects of the Council on

Aging operations including social services, food, transportation, facility operations and staff management. The

Council on Aging Director provides professional, administrative and supervisory leadership in developing and

implementing programs and services that support the social, emotional, economic and health needs of the

entire South Hadley community, with a focus on the older adult population.

Summary of Responsibilities (see job description for complete details):

Under direction of the Human Services Director, plans, directs, evaluates Council on Aging (COA)

operations, in alignment with Department goals and policies.

Daily management of COA personnel and operations including span programs, activities, volunteers, food

services, transportation, social services and reception desk functions.

Develops and manages COA and Senior Center budgets, including office and building maintenance

budgets, revolving gift accounts, Woodlawn Café and accounts for activities and program user-fees; seeks

and applies for available grants.

Provides oversight of the Social Services functions of the Human Services Department that support South

Hadley seniors through outreach, service coordination, assistance programs, and referrals to community

resources. Ensures these services are maintained to the extent possible through available departmental

resources and partnerships. Monitors community needs and evaluates the effectiveness of programs and

services to inform improvements in the delivery of social support services.

Manages complex administrative tasks including processing payroll; approving timesheets, mileage, and

bill payables; recordkeeping and monitoring monies collection and turnover to Town finance offices.

Oversight of the Nutrition and Food Security program including operation as a Title III-C congregate meal

program as an Access Care Partners Nutrition site; oversight of the Woodlawn Cafe at the Senior Center.

Oversees transportation program, including the safety and maintenance of the vehicles, scheduling

assignments and dispatch activities.

Manages front office staff and volunteers, assists with daily inquiries on a variety of issues.

Serves as staff liaison to the Council on Aging Board and represents the department with Town committee

and community partners.

Consults and collaborates with Human Services division managers to meet department goals; provides

input and feedback for programming development, focusing on the community's older adult population.

Recommended Minimum Qualifications:

The following requirements may be substituted by an equivalent combination of education, training, and

experience which provides the necessary knowledge, skills, and abilities required to perform the job:

Bachelor’s in gerontology, social services, public health, public administration or related, and 3-5 years

related experience.

Extensive knowledge of the needs and concerns of older adults and the aging process; knowledge of

federal, state and local regulations services, resources available to older adults.

Skill in supervising employees and volunteers effectively and developing and managing operating budget.

Strong communication, customer service, and public relations skills, including the ability to work

effectively with older adults and community partners

Strong dedication to supporting older adults and a commitment to enhancing equitable access

to resources for underserved population

Position Status:

This is an FLSA-exempt, non-union, benefited position, approx. 40 hours per week (typically M-F; 8:00am to

4:30pm with occasional weekend and evening hours) with an anticipated hiring range of $72,000 to $76,000

per year depending on qualifications.
