Job Description - Senior Center Director
Primary Purpose: The Director is responsible for the overall operation and facility maintenance of the Millville Senior Center, supervising all staff and volunteers, maintaining State and local standards, grant writing, developing and managing annual budget, resource development, representing the department, assisting with producing the monthly newsletter and annual reports.
Supervision
Works under the general direction of the Council on Aging through the direction of the Board of Selectmen in accordance with Town By-laws, rules, regulations, policies and procedures; questions are referred to the Council on Aging.
Statement of Duties:

Develop and provide a comprehensive range of services to the senior residents in Millville, including social, educational, recreational and health programs following the policy of the Council on Aging. Participate in a variety of local and regional efforts to expand and improve services to elders.
Provide a variety of social, health information and referral services, providing by telephone and in person; maintain current list of community resources and client needs.
Provide direct counseling to clients, maintain related files and records, and assist in filing applications for assistance programs. Make proper referrals in the community, provide referrals to other service agencies as necessary.
Prepare and administer the department’s budget, annual reports, and all required reports and statistics for the Executive Office of Elder Affairs. Maintain a complete set of books and records. Prepare grant applications and administer grants received; make recommendations for the revision or expansion of service programs; publicize and promote services and programs available to seniors through the local media and community organizations.
Build and foster relationships with our senior community members and work collaboratively with our COA Board.
Work directly with media promoting department events; compile, write and distribute monthly newsletter or similar postings.
Supervise, direct, and coordinate the activities of staff; recruit, supervise, direct and coordinate activities of volunteers, instruct and train in duties, responsibilities, practices and procedures, assign and monitor work activities, assure compliance with established standards, and maintain discipline.
Develop scheduling for programs offered at the Center utilizing appropriate documentation as necessary.
Work with contractors and suppliers to perform periodic required maintenance at the Center within budgetary guidelines and on a timely basis.
Keep Center stocked with appropriate working materials and supplies as required.
Work on site for 18 hours per week.
Recommended Minimum Qualifications
Education and Experience
Bachelor’s Degree in public/business administration, community organization, social work, human relations, or a related field preferred, with at least 3 years of office or work experience in applicable field, experience working with the public; municipal experience preferred; or an equivalent combination of education and experience.
Knowledge, Ability and Skill
The director is responsible for the direction and success of programs accomplished through others. The director is also responsible for analyzing program objectives, determining the various work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objective, and recommending new goals to the COA.
The director, in conjunction with the Council on Aging, determines organization structure, operating guidelines and work operations, formulates, prepares and defends budget and manpower requests and accounts for effective use of funds and staff provided, coordinates program efforts within the department and with other departments, reviews work in terms of accomplishment of program objectives, approves standards establishing quality and quantity of work, and assists or oversees the personnel function, including or effectively recommending hiring, training, and disciplining of employees.
The director is recognized as the department’s authority in interpreting performance guidelines, in determining how they should be applied, and in developing operating procedures.
Proficient computer use. Ability to effectively navigate and utilize programs such as voicemail, email, Excel, Word, phone systems, Zoom, etc.
The director is required to deal with clients in crisis.
Employee may be required to work beyond normal work hours in response to emergency situations or to attend evening meetings.
Special Requirements: Valid State driver’s license. Certification in CPR and first aid. ServeSafe certified.
